Consultation

From Idea, to Bill, to Legislation
 
The 21st century threats we face - from runaway climate change, unaligned artificial intelligence, to pandemic pathogens and nuclear escalation - transcends borders. And today’s national and international systems are failing to coordinate global solutions in time.
 
Confronting this reality sparked the question: what if we upgraded the spirit of national politics so that every country's national law-making body had a permanent voice weighing in for humanity as a whole? A Seat for Humanity is Australia’s answer - embedding long-term planetary stewardship and the interests of the entire human race directly inside Australian Parliament.
Over the next year we will turn that idea into a fully-drafted Bill in consultation with Australia:
 
  1. Phase 1 (~4 months) – Big-picture design. We’ll ask questions such as:
    • What should the seat represent?
    • How should the senator be chosen?
    • How should they vote on purely domestic issues?
    • What questions must be tackled in Phase 2?
    Phase 1 is scheduled to launch in 2026.
     
  2. Phase 2 (~4 months) – Deep dive on the issues you raise. A public call-out plus targeted workshops with Australian industry, community, academic, and special-interest groups (climate, AI-safety, public health, biodiversity, human-rights and more).
     
  3. Phase 3 (~4 months) – Draft Bill review. A volunteer review committee - legal experts + cross-sector partners which will convert the consultation reports and submissions into draft legislation. The public has a final chance to comment before the Bill is finalised.
     
  4. Once the above 3 Phases of consultation are complete, the Bill will be presented to all political parties and cross-benchers for tabling in both Upper and Lower House.
 
Every Australian can complete the online survey for all Phases of the consultation process. Every submission will be published so Australians can see, line-by-line, how their input shaped this idea into Australian legislation. At the end of each Phase a public report will be published summarising the consultation process to ensure full transparency and democratic legitimacy. 



Partner Organisations
 
Alongside individual voices we are listening to organisations whose daily work gives them unique insight into humanity-scale challenges; climate scientists, ocean guardians, AI-safety researchers, pandemic-preparedness teams, peace and anti-nuclear advocates, First Nation land-and-sea custodians, space-industry engineers, circular-economy innovators and more.
 
These partners will:
  • share specialist evidence and case-studies into Phases 1 & 2,
  • nominate experts for the Bill formation and review committee, and
  • help broadcast the consultation to their members and followers.
